khata is an essential document/certificate required by property owners in Bangalore. it is issued by BBMP(municipal corporation of Bangalore) to properties fall under their jurisdiction. it is evidence that property tax has been paid for the property. every property owner from Bangalore must possess a khata transfer in order to carry out further legal proceedings involving property details. but having khata does not confirm ownership of the property on the individual whose name khata is registered.
What is “A khata and B khata”?
Generally, these are a type of khata’s that exist under BBMP. the concept of khata came only from 2007. after BBMP formed in order to collect property taxes from property owners. It was introduced to improve proceedings for property tax collection. Initially, BBMP started maintaining two registers to maintain property taxes. First, the register was ‘A’ khata and it contains all legal properties details in Bangalore. a second register called ‘B’ khata was maintained to contain a list of illegal or semi-legal properties in Bangalore.
An ‘A’ khata document certifies that property taxes have been paid by a property owner to the BBMP. It also denotes that the property follows government regulations and builds under legal regulations. It helps the property owner to apply for building licenses, trade licenses, building plan approvals, and avail bank loans on the property. ‘A’ khata certificate is necessary if the owner involves in any kind of financial transaction using the property. ‘B’ khata document indicates that property is illegal or violation of government rules. BBMP holds rights to collect taxes from buildings constructed illegally including buildings constructed in violation of bylaws .buildings without completion or issuance certificates, etc. such properties are listed under ‘B’ khata by BBMP.

But having ‘B’ khata document does not prevent a property from being sold or bought by people.
Convert ‘B’ khata to ‘A’ khata:
  1. Convert the land from agricultural to non-agricultural by applying from the district commissioner(DC) conversion.
  2. clear all property taxes ‘due ‘on the property till date. as per government norms.
  3. obtain the “khata form” from BBMP office fill the form with necessary details required in the form.
  4. Gather all required documents need to be submitted along with the form
  5. pay BBMP Betterment charges, which is a fee levied for converting from ‘B’ khata to ‘A’ khata and submit the filled form along with tax receipts and required documents to the “ASSISTANT REVENUE OFFICER” of the concerned area.
Generally, ‘A’ khata document is issued within a period of 4 to 6 weeks after the submission of the form of relevant documents.
